Unicorn Systems successfully delivered brand new registry of Guarantees of Origin to Italian Issuing Body - GSE. The whole solution is based on Certigy Registry platform that is already in use by several other European Issuing Bodies.
Initial State
At the beginning of 2022, GSE launched a tender to evaluate different suppliers and their solutions for the issuance and management of Guarantees of Origin. Italian GO market is one of the largest in Europe and GSE as an Issuing Body has to deal with several national specifics that needed to be taken into account. After the evaluation of proposals GSE chosen Unicorn and its product Certigy Registry as their new supplier.
It was not possible to launch the Certigy Registry as is, so the initial analysis identified several customizations that had to be implemented before the Registry could be launched into the production. Inter-alia these customizations included the implementation of complex integrations with the Portale GO application, in which GSE manages metered data, organizations, and account holders or with the Italian Power Exchange, where trades are created and then transferred to the registry. At the same time, it was necessary to launch new registry already with EECS v80 scheme.
Certigy Registry
Certigy Registry is the product specifically tailored for operators of energy attribute certificate registries. Even though Certigy is almost exclusively used by European Issuing Bodies to cover the European Guarantees of Origin it is implemented in a way that support of other certificate standards like RECs or I-RECs can be easily added.
Certigy Registry is the most advanced solution on the market. With Norwegian and Italian Issuing Bodies on board it manages operations with largest volumes of the GOs out of all other platforms used in Europe.

Delivery process
Each delivery of Certigy Registry consists of 3 main activities: Configuration, Customisation and Integration to surrounding systems. In case of smaller registries Certigy is usually delivered as is, where we only configure the instance, migrate the data and solution is ready for live operation. However in case of Italian registry the situation was different as level of needed customisations and integrations was rather large.
Configuration
Configuration was rather straight forward, GSE filled standardized sheets of parametrs we configure. These parameters are for example: color scheme, logo, text on cancellation report, if issuing is automatized or manual etc. After the delivery of configured parameters from GSE and applying the configuration to Certigy instance, GSE had already first version of registry up and running.
Customization
Each register may have its own national specifics and requirements which are usually first described within the Initial study, and GSE had many of them. That is why we were focused on the analysis of those above-product requirements paralelly besides the configuration of Certigy Registry as is. When developing new features we've learnt that the larger the extent of the changes is the more intensive cooperation between Unicorn and the client is requested - our cooperation with GSE confirmes that. After the analysis confirmation with the GSE, the solution designing stage begins - it is up to the clients to which extent they wish to be involved (as in any other stage of the project delivery) - with GSE we've aligned that we will have two design meetings per week. Our methodology is agile so the implementation is being divided into sprints where each sprint is being tested internally first before the deployment to the Control Gate environment, where new features from each sprint can be tested and accepted by the client. With GSE for instance, we've planned regular online statuses and we've discussed the outputs from the testing together if needed. Of course we always proceed with the production deployment of each new version after the validation and confirmation of each feature involved from the client - with GSE we are using specific statuses in Jira software workflow.
Integration
As mentionned above - one of the main challanges Certigy faced was an implementation of two complex integrations to external systems GSE uses. The first integration described, desgined and implemented was the intergration with the Portale GO which is a software GSE uses for management of the metered data for issuing, organizations and Account holders. That was a completely different point of view on the management of the entities used in Certigy since till this request all of this was managed directly in Certigy. GSE also use this integration for the access to the Certigy Registry which is also different approach than with our other clients. The second large integration was to the Italian Power Exchange software Gestore dei Mercati Energetici SpA (GME), where all the Italian trades emerge.
Results of the delivery project
The project was finished successfully, achieving the planned GO Live, satisfying the customer, and passing the Technical AIB Audit for the EECS GO v80 scheme. At the moment the solution is in live operation and provided to GSE in form of Solution as a Service. Further development and delivery of improvements are still ongoing.
This delivery holds great significance for Unicorn as GSE is one of the largest registries in Europe. It marks the first Certigy registry to include both Electricity GO and Gas GO schemes.
Additionally, with this delivery GSE was among the first three EU (AIB) registries to introduce new EECS v80 standard.
